The Rural First-Time Homebuyer Program (RFHP) is a down payment assistance program designed to help first-time homebuyers in rural areas purchase a home.  As an FHLBank Topeka stockholder, Midwest Bank is eligible to access RFHP funding to assist first-time homebuyers in rural areas we serve.  In 2006, the FHLBank Topeka provided funding divided between two equal offerings.  The first offering is March 1 and the second offering is September 1.  The maximum RFHP subsidy per household in 2007 was $4,000.  Homebuyers can use the funds for down payment, closing costs and rehabilitation assistance on a home.  Eligible homebuyers must meet certain income criteria, complete a homebuyer education/counseling program, and provide a minimum of $500 as a down payment.  http://www.fhlbtopeka.com/s/index.cfm?AID=31
