The USDA Rural Development loan guaranty program provides borrowers the opportunity to borrow up to 102% of the property’s appraised value.  The loan amount can often include closing costs.  Midwest Bank in York is one of the top Nebraska lenders in fiscal 2009 for USDA Rural Development’s guaranteed rural housing loan program.  Midwest Bank provided $2.2 million, which fostered rural home ownership in the state.  http://www.rurdev.usda.gov/ne/rural_housing_programs_index.htm


Blue Valley Community Action (BVCA) Partnership operates over 30 programs that interact and complement each other.  The Homeownership Opportunity program provides income eligible applicants financial assistance to help cover down payment, closing costs, and housing rehabilitation expenses.  http://www.bvca.net/programs/index.htm#housing

The Rural First-Time Homebuyer Program (RFHP) is a down payment assistance program designed to help first-time homebuyers in rural areas purchase a home.  As an FHLBank Topeka stockholder, Midwest Bank is eligible to access RFHP funding to assist first-time homebuyers in rural areas we serve.  The maximum RFHP subsidy per household is $4,000.  Homebuyers could use the funds for down payment, closing costs and rehabilitation assistance on a home.  Eligible homebuyers needed to meet certain income criteria, complete a homebuyer education/counseling program, and provide a minimum of $500 as a down payment. The Affordable Housing Program (AHP) funding for the 2010 HSP will be $5.6 million compared to $1.7 million in 2009. RFHP, TOP, Rural Disaster Assistance and Mortgage Refinancing Programs are funded from the same pool on a first-come, first-served basis. Six monthly offerings in 2010 beginning March 1.
